When Hagoromo Otsutsuki shared the power of the Ten-Tailed Beast, he ended up creating the Nine-Tailed Beasts that we know as Bijuus.
As Naruto ended up inheriting Hagoromo’s power after the end of the Fourth Great Ninja War, would he have the ability to create a new tailed beast in Boruto: Naruto Next Generations?
The short answer is probably not. Despite Naruto being the most powerful ninja of his time and relying on the energy of Hagoromo Otsutsuki, there is a difference between the two ninjas: Hagoromo had incredible and unparalleled chakra control.
Naruto also has a refined ability to control his own chakra, but when we talk about creating tailed beasts, we’re also talking about controlling Ying-Yang-type energy at a level of extreme precision, something that isn’t very easy.
So, as much as Naruto had Hashirama’s power and all the tailed beast chakra at his disposal, he still probably couldn’t create a new tailed beast, or recreate the Juubi entirely on his own.
